Assuming you don't have the money for the model searches or the $1,000 to $10,000 that agencies want to get you started, here is a step by step method to become the model you want to be.
Go see a makeup artist. You need to look special, so go see the experts.
Go see or call every commercial photographer in your town. In rural areas, you may have to extend your search to a major city nearby. If you are attractive and have learned from the makeup artist, they may offer to do test shots of you.
By now, you should have at least a good headshot. Get a composite made to leave off at interviews and to send to agencies.
Go to the local malls and drop off a composite at clothing stores that have clothes that you can wear. You should be able to pick up a fashion show or at least let people know that you model.
Send your composite to agencies. Send it to 10 to 50 agencies in New York City. Send to all the agencies in your general area. They probably won't respond. Call them back in a couple weeks and find out when they have open calls. Go talk to them, sign nothing.
Find an agency that you are comfortable with and who seem fairly interested in getting you work. After you have signed with them, call them back every ten days to two weeks until they get you work.
Go back to see the photographers. You need new photos by now and probably a new composite, though your agency may be able to help. The reason you should visit the photographers regularly is that they do the work you want to be in and many times they can recommend a model for a job.
Get your face on the internet and get an E-mail address. You can do this through a site such as ours or have your own site made.
Visit all the advertising agencies in your area and drop off your new composite.
By now, you should have done a few local fashion shows, had several photo shoots and be known by most of the people who can get you work. If not, go back to step 1. and begin again.
